Procurement Supervisor

Position Summary

This role oversees one of the teams that manages procurement efforts for Michigan State University. This is a highly collaborative role working closely with the MSU Chief Procurement Officer, purchasing staff, and key stakeholders to contribute to the procurement organization & strategic direction.   

The Procurement Supervisor leads projects and manages teams that deliver contracting solutions to the campus and engages with campus stakeholders and suppliers to ensure contracts are optimized and serving the campus community needs. This role monitors and manages supply chain data and develops metrics that measure progress and performance of contracting efforts. This role is a direct supervisor of a team of buyers that range from entry to mid-level professionals.

This role participates on department client committees and planning meetings for the value analysis of products and service contracts, consults with and advises departments on purchasing concerns, and exercises authority as delegated to have purchase orders issued in the name of the University. Other duties include investigating problems and complaints in order to resolve user/supplier disputes and providing oversight to the contract management and supplier performance review processes. This role participates in administrative team-leader meetings in order to establish and maintain University purchasing policies, evaluates the performance of team(s) operations and implements organizational, procedural, and other necessary changes to accommodate current and future needs. This role hires, plans, reviews, and evaluates the work of the team, provides mentoring, leadership and coaching to assigned staff and develops training plans enabling continued education, growth, and professional development for improved operational effectiveness. 

 

Position Duties

High-level procurement: 

  • Sets negotiation strategy for complex contracts. Requires understanding of item/service to be procured, MSU’s available financial resources and service expectations, thorough research into industry/supplier and conducting or researching economic forecasting. 
  • Develops lifecycle costing models, considering total cost of ownership. 
  • Retains and manages highly complex purchase requisitions through procurement process as a working supervisor.
  • Reviews POs for completeness and compliance with policy prior to elevating to higher purchase authority to approval.  

Supervision and team development: 

  • Reviews incoming purchase requisitions to determine commodity and complexity in order to assign to purchasing staff.  
  • Directly supervises team of exempt and non-exempt staff purchasing goods and services for university units.
  • Conducts performance planning and staff development discussions.  
  • Monitors staff performance and address performance/skill gaps and other management best practices. 
  • Monitors accrued leave balances and processes time off requests to ensure individual wellness while meeting team and individual service level expectations and performance goals.  

Stakeholder management:  

  • Attends business partner meetings with key stakeholders within business partner framework. 
  • Works with stakeholders to design RFPs, answer questions, and ensure proper requirements are met. 

Process and policy development: 

  • Reviews and develops Purchasing policies and ensure practices align with Federal, State and local regulations and University Policy.  
  • Recommends changes to processes or policies based on regulations, experience, data and customer experience.
  • Develops and delivers training to staff related to policy and SOPs.  
  • Develops policy and Standard Operating Procedures (SOPs) surrounding federal regulations.  
  • Maintains current knowledge of regulations to amend policy and procedure as necessary.  

 

This position is "remote-friendly", with the expectation of on-campus presence periodically. This is typically referred to as "Hybrid", with the flexibility of regular remote work mixed with in-office work as mutually agreed upon with the supervisor.

Minimum Requirements

Knowledge equivalent to that which normally would be acquired by a four-year college degree program in Supply Chain Management, Procurement, Business Administration, or a related field; five to eight years of related and progressively more responsible or expansive work experience in supply chain functions; experience with e-procurement system implementation and management, project management, strategic contract development and management, contract management tools, and spend analytic tools; or an equivalent combination of education and experience.

Desired Qualifications

  • Juris Doctorate, MBA or equivalent strongly desired.
  • Broad supply chain experience including operations and compliance.
