The Procurement Coordinator/Contract Administrator II is responsible for negotiating and executing all purchases of various commodities, ensuring compliance with relevant policies and regulations. This role requires collaboration with IPF and university stakeholders to achieve the best value for the institution while maintaining high performance in procurement processes. Work with internal stakeholders to establish Automatic Purchase Order contract needs to support construction and maintenance-related services. Process all IPF procurement requests in a timely manner. Demonstrate honesty and integrity to serve the mission, vision, and values of MSU and IPF while ensuring compliance with policies, laws, and regulations. Must follow the Manual of Business Procedures and established MSU Procurement policies and guidelines. Evaluate purchase requisitions for appropriateness, content, compliance, and clarity using procurement expertise. Manage the procurement process by writing, issuing, and soliciting requests for information, proposals, and/or quotations (RFIs, RFPs, and/or RFQs). Assemble stakeholder specifications for unique and large-scale purchases, determine suppliers to be solicited, evaluate proposals, and prepare bid analyses. Work closely with suppliers and vendors to review cost proposals and negotiate prices and contracts. Communicate effectively with a diverse group of stakeholders to ensure clarity of requirements and foster positive relationships. Manage supplier relationships and assess supplier performance using measurement tools and decision modeling practices. Demonstrate strong negotiation skills and partner with MSU legal and risk management offices to negotiate supplier contracts. Conduct procurement performance analysis, collation, and benchmarking data. Responsible for keeping and filing records of these purchase orders, contracts, receipts, and transactions. Develop metrics that support the Mission, Vision, and Values as well as the strategic goals of the division. Progress is tracked and reported through metrics, charts, and other analytic methods.
Salary: $79,300 - $96,900 depending on experience. Regular attendance is required to meet business and customer needs.
The breakdown of job responsibilities are as follows:
30%: Collaborate and develop intentional relationships with stakeholders such as Planning Design and Construction, Project Services, Maintenance Services, Landscape Services, and others on the acquisition of goods and services, including advising them on the appropriate course of action per the MBP. Manages bid events, RFQ, RFP, RFI and Sole Source Acquisitions.
30%: Negotiate and execute all purchases of various commodities, ensuring compliance with relevant policies and regulations.
20%: Recommends overall contract strategies and negotiates legal and business terms for IPF Automatic Purchase Order (APO) Agreements to support goals of the requester in alignment with contract and regulatory requirements.
10%: Provide data to support key performance indicators that support IPF Mission, Vision, and Values. Regularly attend customer meetings to assist in activities such as training, teaching, and streamlining processes.
10%: Manages supplier relationships and assesses supplier performance using measurement tools and decision modeling practices. Oversees vendor registration, background checks, supplier form updates, conflict of interest documentation.

Knowledge equivalent to that which normally would be acquired by completing a four-year college degree program in Business, Supply Chain, Engineering, or related field; three to five years of related and progressively more responsible or expansive work experience in procurement, contract administration, supply chain, or an equivalent combination of education and experience. Possession of a valid vehicle operator's license is required as the time of hire.
Three to five years experience in procurement related to construction and or maintenance commodities. Three to five years experience of purchase order/inventory systems, warehousing, and related control software. Demonstrated sound procurement negotiations and contract management skills. Proficient technical knowledge in Excel, Word, PowerPoint, and report writing software. Knowledge of financial procurement systems such as KFS and facilities management software, such as Planon or FAMIS is strongly recommended. Strong verbal, written and presentation skills. Certified Professional Public Buyer (CPPB) or willingness to obtain within 12 months.
