Veteran School Certifying Official

Position Summary

This position will serve as one of three SCO’s to coordinate the distribution, acceptance, and processing of applications for five different veteran educational benefit programs for approximately 1,000 students per year. The Veteran Administration (VA) educational benefits include the Post 9/11 GI Bill (Chapter 33), Veteran Readiness and Employment (Chapter 31 VR&E), Montgomery GI Bill-Active-Duty Educational Assistance Program (Chapter 30 MGIB-AD, Montgomery GI Bill-Selected Reserve (Chapter 16 06 MGIB-SR), Survivors’ and Dependents Education Assistance Program (Chapter 35 DEA).

CHARACTERISTIC DUT IES – RESPONSIBILITIES   

1. Veteran Services - Certification  

• Excellent communication, interpersonal, and conflict resolution skills. Demonstrated ability to provide empathetic student-centered service in “high stress” situations. Make decisions in a fast-paced environment.  

• Knowledge of the Veterans Administration Enrollment Manager system for reporting certifications, VA approved MSU programs and other required documentation .  

  2. Veteran Services – Administration  

• Understand each VA educational benefit program and explain each program to applicable students. 

• Maintain student records and keep the VA informed of the enrollment status for individuals using VA educational benefits. 

• Maintain academic program plans for each student and coordinate with academic advisors/academic units to maintain applicable records. 

3. Veterans Benefits Compliance

•Interpret VA policies, rules, and regulations to maintain compliance with VA educational benefits, federal rules, and regulations.  

• Assist and provide all required documents and records for federal VA Compliance Survey Audits, every one to three years. Work closely with compliance officers to provide information such as student records , financial information and other required documentation to ensure university compliance with VA rules and regulations.   

4. Liaison to Veterans Administration Regional Office 

• Campus Liaison to Veterans’ Administration Regional Office. Inquire on behalf of students regarding VA debt, remaining entitlement, dependent eligibility, rate of pursuit or any applicable issues.

 Work closely with Veteran Administration Educational Liaison Representatives for any questions, VA policy interpretations, or requests.  

5. Required Training 

• Complete mandatory VA training which includes monthly webinars, annual training modules , in-person training, and other training as assigned.  

6. Collaboration with other Campus Units 

• Assist Controller’s Office/Student Accounts with reconciliation of Post 9/11 GI Bill funding. Research and problem solve when funding issues arise by contacting the VA and/or students. 

 • Work with the Office of Financial Aid to understand and maintain reports and lists of tuition specific awards.   

• Work closely with academic advisors to maintain academic program plans and progress toward degree.  

• Work closely with the MSU Center for Veterans and Military-Affiliated Students on policy interpretations and veteran benefit inquiries.  

• Serve as a resource to other University staff for issues and problems related to veterans’ educational benefits and provide the highest level of service to current students and prospective students regarding veterans’ benefits requirements policy and procedures.  

7. Office of the Registrar

• Train and integrate the daily use of Campus Solutions Student Information System to create reports and/or queries for required certification.  

Collect requested documents and answer inquiries from students/parents/other external entities requesting in-state fee status (for tuition and financial aid).  

• Counsel students regarding the availability of additional veteran/dependent scholarship and grant funding and how to locate that funding and the application process.  

• Perform high level customer service in the daily operations of the Office of the Registrar, including in-person, phone, and email.  

• Ability to identify, recommend, and implement process improvements to streamline veteran certification and compliance workflows. 

Perform other duties as assigned. 

Minimum Requirements

Knowledge equivalent to that which normally would be acquired through a high school education; three to five years of related and progressively more responsible or expansive work experience in computer systems and procedure applications and/or records management; or an equivalent combination of education and experience. 

Desired Qualifications

A bachelor's degree in a Business, Personnel Administration or Management.
