Human Resource, Ops & Facilities Manager
Position Summary
The College of Law Human Resources, Operations and Facilities Manager provides HR expertise as a member of the leadership team of the College on all aspects of MSU HR policies and procedures, including faculty and support staff appointments, recruitment, compensation, and workforce/succession planning.
- Manages and serves as the Human Resources subject matter expert for all College of Law Human Resources related functions.
- Partners with MSU central Human Resources and unit HR representatives to ensure alignment with regards to policies, procedures, practices.
- Ensures unit is in compliance with MSU policies, procedures, and collective bargaining agreements.
- Represents the College at grievances, arbitrations, worker's compensation hearings and labor negotiations; assists in related labor/management functions.
- Resolves complex problems with faculty, staff, student employees and department administrators in the administration of HR programs and functions.
- Manages and coordinates the processing of all personnel actions for the unit.
- Recruits, interviews, and selects applicants for College support staff positions.
- Organizes and conducts orientation programs, tours and related activities for new employees.
- Fosters a culture of inclusiveness and diversity within unit.
- Oversees Performance Excellence Program for all College support staff.
- Maintains an expert knowledge of measurement concepts, data collection, and analysis.
- Develops, conducts, and oversees training programs, resources and equipment for faculty, staff, and student employees; advises the staff of the availability of training materials.
- Serves as the unit representative for the department and attends monthly Human Resources Unit Representative meetings; effectively communicates information to department staff.
- Leads organizational initiatives and/or projects and performs related administrative duties as assigned.
DUTIES AND RESPONSIBILITIES
College Human Resource Leadership
- Provides strategic human resource leadership to the College of Law, advising the Dean, Chief of Staff, and leadership team on HR policies and procedures and resolving complex compliance, operational, and facility issues.
- Works collaboratively with Central HR and other unit HR colleagues to ensure our unit is in compliance with all MSU policies and procedures.
- Plans, designs and leads operational initiatives to effectuate quality improvement and ensure compliance with University, State, and Federal laws related to College of Law HR compliance.
- Conducts investigations of complaints or problems; develops strategies to address issues; and participates in responses on internal complaints.
- Maintains employment data to analyze and provide recommendations on employee retention, turnover, development, and climate; creates reports.
- Develops and collaborates with College of Law units on all Talent Management and Succession Planning activities.
- Collects and analyzes complex HR data and trends as directed by the Dean, Chief of Staff, and other managers within the college
- Engages and coordinates with external law firms for the processing of H1-B visas, collecting and with the highly recruited faculty member and USCIS.
Onboarding and Offboarding
- Manages and oversees the entire appointment and reappointment process of all faculty, academic staff, support staff, temporary, on-call, and student workers, including, but not limited to:
- Creates and maintains College position descriptions
- Manages faculty and academic specialist hiring committees and employment offers.
- Creates and conducts College orientation program and facility tours in coordination with other MSU onboarding processes.
- Develops and supports strategies to advance workforce diversity.
- Conducts exit interviews and develops strategies to identify and address issues.
Employee Development
- Oversees the Performance Excellence Program for all support staff, including the monitoring and reviewing of support staff evaluations. Determines strategies for performance improvement, succession planning support, and career development where needed.
- Identifies, develops, and conducts or oversees training needs for all employees.
- Regularly promotes on-campus resources and training opportunities.
Facility Management
- Manages and coordinates facility-wide maintenance needs, including all service requests with Infrastructure Planning and Facilities (IPF) and external vendors.
- Monitors and plans for future space needs in coordination with leadership.
- Manages office assignments and negotiates furniture and equipment purchases and installation schedules.
- Manages building construction or remodeling projects.
- Manages the Emergency Action Team.
- Manages the building security schedule and employee access.
Supervisory Responsibilities:
- Supervises one Office Coordinator I and two Office Coordinator II employees.

Minimum Requirements
Knowledge equivalent to that which normally would be acquired by completing a four-year college degree program in a human resources area or a related degree; 3 to 5 years of related and progressively more responsible or expansive work experience in accounting, management, budget preparation and data base system analysis and maintenance; or an equivalent combination of education and experience.
