Position Summary

Michigan State University (MSU) operates the Facility for Rare Isotope Beams (FRIB) as a user facility for the U.S. Department of Energy Office of Science (DOE-SC), supporting the mission of the DOE-SC Office of Nuclear Physics. FRIB provides researchers with one of the most advanced tools of modern science to study rare isotopes, or short-lived nuclei not normally found on Earth. Hosting what is designed to be the most powerful heavy-ion accelerator, FRIB enables scientists to make discoveries about the properties of rare isotopes, nuclear astrophysics, fundamental interactions, and applications for society, including in medicine, homeland security, and industry. User facility operation is supported by the DOE-SC Office of Nuclear Physics as one of 28 DOE-SC user facilities. MSU’s nuclear physics graduate program is a top-ranked program nationally, according to U.S. News & World Report.

Purpose: 

The FRIB Laboratory Fiscal Officer is responsible for managing systems to safeguard FRIB’s financial resources, ensuring compliance with all applicable financial regulations and policies, providing oversight and guidance to support the fiscal integrity and accountability of FRIB Laboratory principal investigators and maintaining accurate financial records.

Major Duties/Responsibilities: 

  • Serve as the FRIB Laboratory Fiscal Officer, ensuring compliance with financial regulations and safeguarding the Laboratory’s fiscal integrity; represent FRIB to internal and external stakeholders, including the U.S. Department of Energy, on stewardship of public funds; support strategic goals related to financial compliance, transparency, and accountability. 
  • Manage and direct the work of the Financial Compliance Group, ensuring alignment of the group with stakeholders to deliver upon expectations. 
    • Oversee performance evaluations, and professional development/training to build and maintain a high-performing team; allocate resources and budget in support of operational performance;
    • Oversee proper cost allocation and allowability through:
      • Approval of effort and effort reports
      • Review and approval of KFS eDocs
      • Review and approval of Concur Requests, and Expense Reports
      • Monthly review of BI finance reports
  • Design, implement, and continuously improve financial and administrative systems/processes; establish performance metrics to assess effectiveness; ensure compliance with 2 CFR Part 200, MSU policies, including federal/state cost guidance; interpret regulations and advise stakeholders on appropriate use of public funds.
  • Advise internal stakeholders on compliance (financial policies, regulatory requirements, best practices, etc.); train principal investigators and research administrators on financial compliance and policy adherence; oversee preparation and maintenance of financial reports (including General Fund budget planning in collaboration with the Executive Laboratory Director); manage Sponsored Project Proposals (SPPs) and Strategic Partnership Project Agreements (SPPAs) with National Laboratories; Coordinate with National Labs and external entities for equipment transfers and financial interfaces. 
  • Ensure data integrity is maintained in KFS through oversight and validation; maintain financial systems and reporting structures that support accurate, transparent, and compliant reporting to senior leadership and stakeholders. 
  • Performs other duties as required or assigned, which are reasonably within the scope of the duties in this job classification. 

 

Minimum Requirements

Knowledge equivalent to that which normally would be acquired by completing a four-year college degree program in accounting, finance, management, or a related field; and more than eight years of related and progressively more responsible or expansive technical and managerial work experience in accounting, finance, management, or a related field; and two or more years of related and progressively more responsible or expansive work experience with the regulatory frame work and expectations of the U.S. Department of Energy Office of Science; or an equivalent combination of the education and experience listed above.

Ability to work with export-controlled technologies.
