Position Summary

Salary: $81,700 - $99,900 annually depending on experience. Regular attendance is required to meet business and customer needs. 
 
This position will provide project management / technical execution for new construction commissioning related activities. The successful candidate will serve as one of three New Construction Commissioning Administrators (two HVAC Controls, one Electrical/Lighting Controls). The role will act in various capacities to support design and construction quality assurance on new construction and major renovation projects across the campus of MSU; this will include, but is not limited to self-performance of the commissioning process; procurement and oversight of independent commissioning providers, HVAC testing/adjusting/balancing (TAB) contractors, and vibration analysis consultants; provide support to addressing warranty phase issues; review and provide updates to MSU Construction Standards.  In coordination with IPF Planning Design and Construction Project Managers, this position will act as commissioning authority on select in-house commissioning projects – this will consist of, but is not limited to: aiding in the establishment of the owner’s project requirements, review of basis of design, schematic design, design development and construction document reviews, drafting of commissioning specifications and plans, HVAC/mechanical equipment submittal review, carrying out construction phase commissioning through creation of project checklists, field inspections, HVAC testing/adjusting/balancing (TAB) verification, drafting of functional performance testing protocols, creation of deficiency lists, supporting owner training activities, and compiling final commissioning reports. A secondary role will involve supporting the evaluation of existing building systems prior to renovations and assisting with the establishment of control system analytics (automated fault detection and diagnostics, AFDD) on new construction and major renovations. 

The breakdown of responsibilities are as follows: 
40%: Project manage and administer the new construction commissioning (NC Cx) process utilizing internal MSU resources (IPF, Student Life and Engagement, etc. staff members as subject matter experts as needed); this will include focused design reviews on standard and complex HVAC systems/equipment/assemblies, associated controls, and system interactions; carryout / provide oversight to creation and execution of field documents and associated field operations as related to NC Cx process (pre-installation, pre-startup, startup verifications and functional performance testing)

20%: Procure and provide oversight to independent testing agencies - commissioning, HVAC TAB, sound/vibration analysis.

10%: Provide guidance on the development and distribution of commissioning field checklists (for quality assurance) to the Skilled Trade Construction Representatives.

10%: Provide technical assistance to Maintenance Services, as needed, to address new construction building system deficiencies and warranty phase issues. 

10%: Assess new technology for inclusion into MSU IPF Planning, Design, and Construction standards.

10%: Support the deployment of HVAC control system analytics (automated fault detection/diagnostics - AFDD used for ongoing commissioning) on new construction/major renovations.

Minimum Requirements

Knowledge normally acquired in four years of college, technical or vocational school in mechanical, electrical, HVAC/energy or applied engineering/engineering technology, energy modeling/analysis, mathematics, and/or statistics; five to eight years of related and progressively more responsible or expansive work experience in operations and maintenance of high-performance buildings; or an equivalent combination of education and experience. 

Possession of a valid vehicle operator's license is required at the time of hire; must meet MSU standards for safe driving.

Desired Qualifications

Bachelor's degree in mechanical, electrical or HVAC / energy systems engineering technology; experience in project planning and review of complex energy systems for suggestions on optimization; experience with development and review of construction documents/creation of HVAC control system sequences of operation/energy data analysis; advanced working knowledge of HVAC control systems, building automation systems, energy management information systems, utility billing; strong working knowledge of construction project document management systems/facility management systems/utility billing systems; demonstrated experience in the use of HVAC testing/adjusting/balancing instrumentation, means and methods; demonstrated experience in analysis and troubleshooting of HVAC/control systems; demonstrated experience in estimation of repairs for facility operations related systems and equipment.
