Position Summary

Michigan State University (MSU) operates the Facility for Rare Isotope Beams (FRIB) as a user facility for the U.S. Department of Energy Office of Science (DOE-SC), supporting the mission of the DOE-SC Office of Nuclear Physics. FRIB provides researchers with one of the most advanced tools of modern science to study rare isotopes, or short-lived nuclei not normally found on Earth. Hosting what is designed to be the most powerful heavy-ion accelerator, FRIB enables scientists to make discoveries about the properties of rare isotopes, nuclear astrophysics, fundamental interactions, and applications for society, including in medicine, homeland security, and industry. User facility operation is supported by the DOE-SC Office of Nuclear Physics as one of 28 DOE-SC user facilities. MSU’s nuclear physics graduate program is a top-ranked program nationally, according to U.S. News & World Report.

This position affords an exciting opportunity to become part of the world-class FRIB Laboratory that enables unique discovery opportunities in nuclear science.

Purpose: 

This position is responsible for ensuring the effectiveness of the Laboratory’s export control and immigration program by maintaining compliance with the University’s Export Compliance Program and Visa/Permanent Residency policies and conforming to federal regulations associated with each program.      

Major Duties/Responsibilities: 

  • FRIB Export Control Compliance Program:

Assist in the development and implementation of the FRIB Export Control Compliance Program in coordination with the MSU Export Control and Trade Sanctions Compliance (ECTS) office.

    • Serve as subject matter experts and point of contact for FRIB Export Control compliance.
    • Assist in maintaining ITAR/EAR List of Controlled Items at FRIB.  
    • Perform and evaluate Restricted Party Screening (RPS) and validate results obtained by other users working under delegated authority.                                                    
    • Prepare forms and supporting documents for MSU ECTS approval this includes evaluating the applicability of U.S. export controls to underlying activities and items.
    • Review, approve, and ensure export compliance of building access and computer account extension requests.                
    • Facilitate analyses for items and technology in the laboratory and prepare draft for technical subject matter expert review.
    • Facilitate the development, maintenance, and auditing of Access Control Plans (ACPs) related to equipment and technical data.
    • Conduct export control reviews and prepare shipping proposals for outgoing international shipments for MSU ECTS approval.       
    • Assist with the development and implementation of export control training and other compliance initiatives.
    • Recommend processes that maintain records to support external audits of the export control program.

Knowledge, Skills, and Abilities:

  • Knowledge and understanding of the regulatory and legal framework (including but not limited to federal, state, local, and MSU policies, processes, and regulations). Specialized knowledge regarding:
    • U.S. Citizenship and Immigration Services (USCIS) regulations and U.S. Department of Labor, labor certification regulations.
    • Federal Export Control Regulations: U.S. State Department, Directorate of Defense Trade Controls, International Traffic in Arms Regulations (ITAR), U.S. Commerce Department, Bureau of Industry and Security, Export Administration Regulations (EAR), U.S. Department of Treasury, Office of Foreign Assets Control (OFAC), Nuclear Regulatory Commission, and Department of Energy.
  • General knowledge of Non-Immigrant Visa types and the process and procedures for obtaining Visa status.
  • Ability to research, create, develop, analyze, summarize, and present information to make business decisions, establish performance metrics to assess efficacy and efficiency, and make recommendations at a high level of quality and implementation.
  • Ability to effectively articulate and exchange information with stakeholders at all levels—internal and external. Skilled at providing guidance and direction in layman's terms.
  • Ability to identify and meet appropriate client expectations by offering high-quality services and solutions tailored to diverse client and stakeholder needs and expectations, and to seek continuous feedback from client and stakeholder groups.
  • Ability to learn on the job and to maintain continuous improvement.
  • Ability to support and uphold the values of the organization while balancing and mitigating risk.
  • Ability to demonstrate sound judgments and critical thinking skills.
  • Skilled at prioritizing and tracking administrative processes to ensure timely completion according to deadlines.

  • Proficiency with Microsoft Office Suites.

Unit Specific Education/Experience/Skills

Knowledge equivalent to that which normally would be acquired by completing a four-year college degree program in Business Administration, Accounting, Management or field related to employing unit; five to eight years of related and progressively more responsible or expansive work experience in financial or accounting practices, developing research projects, funding and grant practices and/or experience in a field related to the area of employment; or an equivalent combination of education and experience.
