Position Summary

Job Description

This position will manage and provide leadership for the MSU Testing Center and Scoring Office, high traffic, customer-oriented service units within the Office of Undergraduate Education.  The Testing Center conducts thousands of national, standardized exams, and the Scoring Office scans and reports hundreds of thousands of student exams through the calendar year.  This position will provide leadership for the full range of services provided, including but not limited to the following duties: testing and scoring policies and procedures; contracts with external vendors; exploration of new revenue sources; database maintenance and report-writing; public relations and office websites; future direction and market analysis; financial matters and office budgets; communication with key university stakeholders; facilitating accommodated testing; adhering to all National College Testing Association Standards and ensuring staff compliance; leadership for the staffing, training, and space utilization of on-site and off-site exams; supervision of full-time and part-time scoring, test administration and proctoring staff; software use, including word processing, spreadsheet, database, online calendars, and numerous testing and scanning software programs or processes.

Characteristic Duties/Responsibilities

Supervise Testing Center & Scoring Office employees and oversee all day-to-day operations to include determining and planning staffing, training, space utilization, contract negotiations, equipment and supply purchasing, and record keeping necessary to conduct testing and scoring services

Communicate with internal and external stakeholders

Resolve problems, arrange special test administrations, and develop new services and procedures

Administer academic, vocational, & achievement tests taken by MSU students and the public

Intake, scan, score, and report exams for MSU students and other exams as required

Maintain and reconcile accounts/bookkeeping

 

Communications/Interpersonal Relationships

Interacts with:

Admissions Counselors, Secretaries, and placement exam coordinators to provide test and scoring results, helps develop and/or verify procedures and guidelines and acts as a resource person

Students/Public - to provide information and testing and scoring services

Test Administrators - to hire, train and supervise during large scale test administration

IPF Office and Event Schedulers - to reserve services and facilities, solve problems or expedite routine requests

Resource Center for Persons with Disabilities - to properly implement testing accommodations for MSU students per ADA requirements

Faculty/Staff/Administrators/Advisors/Students/MSU IT Staff/Public/Vendors - to resolve problems, arrange test administrations or scoring, discuss policy issues, purchase new equipment and software, and develop new services and procedures

Responsibility for the Work of Others

First level supervision over regular and temporary/on-call employees

Responsibility for the Health/Safety of Others:

Students and stakeholders depend on valid test results, correctly scored tests, and correct placements for their academic and career plans.  Nationally administered tests depend on accurate record and material keeping and validation to avoid the recall and invalidation of all copies of that form, causing great expense, inconvenience and a damaged reputation for the University and inconvenience to examinees.

Job requires significant physical effort involving lifting, unpacking, and repacking large quantities of test materials up to 25% of the time

Testing Center and Scoring Office are located in two separate buildings (BESSEY HALL – 203; COMPUTER CENTER – 114) respectively.  The buildings are within 100 yards of each other and require transition between the locations daily

Minimum Requirements

Knowledge equivalent to that which normally would be acquired by completing a four-year college degree program in Education or Psychology with relevant coursework in Test Administration or Psychometrics; one to three years of related and progressively more responsible or expansive experience including knowledge or basic understanding of research guidelines, experience with project management, managing staff and budget, reference materials and requirements of college level study; or an equivalent combination of education and experience.

Desired Qualifications

  • Master’s degree in higher education, educational leadership, or a related field
  • Knowledge of MSU IT systems, including those used for human resources, budgeting, and curriculum
  • Work experience in academic affairs at a large public institution with a focus on first-year students, curriculum design and assessment, and/or testing
  • Knowledge of current issues, best practices, and curriculum assessment, and/or national testing best practices
  • Certification for, or experience with, managing external testing protocols
  • Experience managing complex change initiatives in a collaborative and consensus building environment.
  • Commitment to undergraduate student success and unwavering passion to transform higher education to better serve marginalized students
  • Demonstrated experience with project management, leadership, and problem-solving within a complex organization like a higher education institution
  • Demonstrated commitment to inclusion
  • Demonstrated commitment to collaboration with constituencies and at multiple levels internal and external to the institution
  • Experience and comfort with working in ambiguity and demonstrated ability to iterate creatively and rapidly to solve problems
