Position Summary

Michigan State University (MSU) is one of the nation’s leading land-grant institutions with a reputation for excellent and affordable education. MSU University Services provides supply chain management for MSU through the departments of University Stores and Logistics, Mail Services, Purchasing, and Capital Asset Management. The Assistant Director of University Services-Logistics reports to the Executive Mng Director of University Services and has associated responsibility for all University Services functional areas. The Assistant Director primarily manages distribution, receiving, shipping, carrier invoicing, fleet, import/export compliance, warehousing, sales, storage, campus addressing administration, and mail services. The sales, warehousing, and logistics teams deliver same-day/next-day service for scientific, research, office supply, maintenance/repair, custodial, health care products, and outbound materials. Mail services manages mail permits, outbound U.S. and international mail, carrier invoicing and departmental chargeback. The total operations employ a staff of 25 employees.

The Assistant Director is responsible for financial oversight, legal/policy compliance, performance management, and technical innovation for all central logistics operations. Business strategies are implemented in partnership with the professional supervisory team, defining goals and objectives, and guiding change processes. The Assistant Director establishes the annual budget, monitors fiscal soundness and cost-effectiveness; develops, maintains, and reviews performance metrics; and ensures compliance with Federal, State, and local laws, and university policies and procedures. Expert consultation is provided to logistics professionals concerning import/export and logistics regulations, service standards, warehouse systems, and performance management. The Assistant Director is a resource to procurement professionals for bidding and negotiating shipping services, preparing requests for proposal, and knowledge of international procurement requirements.

The Assistant Director mediates solutions to complex business needs in the university community, communicating with tact and discretion, and in accordance with university policies. Frequent interaction occurs with the academic scientific research community to ensure compliance with import/export regulatory requirements.  The position requires effective integration of day-to-day results-driven logistics production with future-oriented system and process innovation. Additional duties include active participation in labor relations and contract negotiations for service-maintenance employees, oversight for carrier/customs broker/supplier contractual compliance, fleet administration, and contribution to unit-wide and institutional goals, initiatives, and strategic imperatives.  This position is considered an essential role and as such requires on-campus work duties.

Unit Specific Education/Experience/Skills

Knowledge equivalent to that which normally would be acquired by completing a four-year college degree program in Supply Chain Management, Business or Public Administration, or closely related area, including course work in procurement, materials management, personnel and labor relations, business law, accounting, information systems and industrial engineering; more than eight years of related and progressively more responsible or expansive work experience in supervising operational activities in logistics or supply chain; or an equivalent combination of education and experience. Certification in Domestic and International Hazardous Materials; Certification or equivalent in International Trade & Trade Compliance; or an equivalent combination of education and experience.

Desired Qualifications

Comprehensive knowledge of logistics processes, sales, warehousing, and mail services, with a broad background in related supply chain management such as procurement.  A track record in implementing innovative logistics technology. Highly knowledgeable with practical experience and qualifications in import/export regulations. OSHA training, certification in domestic and international hazardous materials or equivalent in international trade & trade compliance helpful. Career experience as an effective change leader of both people and projects. Integrity and sound judgment in decision-making. Highly developed interpersonal skills for building trust and effective relationships throughout the unit and institution. Master of Business Administration with Supply Chain specialization, law degree or related graduate education is preferred.
