Position Summary

Provide financial and homeownership education expertise and be responsible for developing educational program activities in a multi-county area.  Maintain a level of expertise that complements financial capability and homeownership mission and goals.  Focuses are being: (1) an educational instructor and financial coach, (2) an information provider, (3) a needs assessor, (4) a problem-solving resource for clientele, and; (5) networking with industry, specialists and other financial and homeownership community partners. 

Provide leadership and cooperate in planning and delivering effective Extension educational programs in financial capability & empowerment, financial coaching, foreclosure prevention counseling, and homeownership education. Plan, develop, implement and evaluate Extension educational programs that focus on strengthening the financial health of individuals, families and households.

Characteristic Duties/Responsibilities

  • Provide research-based financial information to Michigan residents.
  • Communicate and interact with related community and statewide groups regarding the financial security of residents in communities, the region, state and the nation.
  • Provide clientele/consumers with current and timely information applicable to personal finance through one‑to‑one contact, group presentations, newsletters, direct mail, news releases, electronic and social media, and other means. 
  • Provide families with education from unbiased research around financial capability and other related subject matter areas.
  • Deliver financial empowerment coaching.
  • Conduct workshops as a means of outreach and education. Workshop topics should be relevant to the participants and the community in which they live, and may include but are not limited to topics such as budgeting, savings, banking products, credit building, debt reduction, identity theft, foreclosure and post-foreclosure.
  • Improve the knowledge and skills of consumers in the application of financial management techniques and processes. Teach participants how to resolve current financial situations, while providing a wide lens on their financial health to shift the approach to proactive financial management and foreclosure prevention.
  • Act as a knowledge broker - understand other services offered by MSU Extension as well as other community organizations, such as employment services and income supports counseling, and connect the participants to these other services. For example, public benefits such as Supplemental Nutrition Assistance Program (SNAP), Medicaid, Temporary Assistance for Needy Families (TANF), Social Security, Low Income Home Energy Assistance Program (LIHEAP), Earned Income Tax Credit (EITC), free eye glasses, free dental work programs, Goodwill voucher program, etc.
  • Contribute to the effective use of financial, homeownership and pre/post-foreclosure education as a part of overall social, economic, and community development.
  • Create a network of referral organizations to help consumers meet their goals (e.g. local housing counseling agency, legal aid, Department of Human Services, etc.).
  • Assess residents’ needs and review mainstream financial institution’s product offerings to understand what is available to consumers.
  • Create, maintain and update databases of financial education, homeownership and post-foreclosure resources.
  • Represent MSU Extension on Human Services Coordinating Councils and stay informed on matters that relate to financial, homeownership and pre/post-foreclosure issues.
  • Attend program committee meetings, as well as community planning activities to facilitate program development and implementation.
  • Work with advisory groups for support of Extension programming.
  • Provide input in program development and deliver programs by collaborating with the Financial and Homeownership Education (FHE) Work Team, Greening Michigan educators, Extension Specialists and eXtension Community of Practice Team members. 
  • Under the direction of the supervising Educator, actively seek funding through grants and philanthropic sources to support Financial and Homeownership Education in Macomb County.
  • Knowledge of and compliance with Federal (HUD) and State (MSHDA) program regulations and guidelines.
  • Serve as an information resource for Extension personnel throughout the district and region. 
  • Align plan of work with local district/county goals and needs, as well as contributing to the Financial and Homeownership Education Work Team’s logic model.
  • Actively engage in Financial and Homeownership professional development by enrolling in NeighborWorks America training sessions, pursue certification in financial coaching through AFCPE, and become a MSHDA certified housing counselor.
  • Actively participate in conferences, in‑service education, and professional development activities to continually improve technical expertise and proficiency. 
  • Actively participate in training to attain appropriate knowledge and skill level in order to maintain and expand proficiency in subject-matter content and process skills.
  • On a monthly basis, provide progress reports to supervising educator, district coordinator, and Financial and Homeownership Work team.
  • Coordinates and assists with data gathering and evaluation analysis.
  • Participate in monthly Financial and Homeownership Education team video conference calls and annual planning meetings.
  • Implement the directives and objectives of Equal Opportunity and Affirmative Action regarding the availability of Extension programs.

Unit Specific Education/Experience/Skills

  • Bachelor’s degree or combination of education and specific, relevant work experience may be considered in lieu of degree.
  • 2-years’ experience in financial program management.
  • Proficient computer and Internet operation skills (e.g. Microsoft Word, Excel, PowerPoint, etc.). 
  • Strong communication and presentation skills, both written and oral.
  • Previous work experience with the target population, and/or the ability to provide financial education in a culturally sensitive manner.
  • Ability to manage multiple and varied tasks required. 
  • Knowledge and skills in the use of technology for use in educational programming and management required.
  • Ability to lift and carry educational materials, equipment, etc. up to 25 lbs.
  • Ability to travel in local and surrounding communities and occasional long distance travel are required as a regular part of this position.
  • Transportation is the responsibility of the employee.
  • Demonstrated success in program development a delivery to diverse audiences/communities including but not limited to race, gender, socioeconomic class, disabilities and other differences.
  • Understanding of and ability to implement Civil Rights principles and compliance standards.
  • Other skills and/or physical abilities required to perform duties of the position.

Desired Qualifications

  • Three years of direct housing counseling experience.
  • MSHDA Housing Counselor Certification.
  • Financial Fitness Coach Certification from Association of Financial Counseling and Planning Education (AFCPE).
  • NeighborWorks NCHEC Certification: Financial Capability.   
  • NeighborWorks Certification:  Foreclosure Intervention and Default Counseling.

    • HO109 Foreclosure Basics.
    • HO345 Foreclosure Intervention and Default Counseling.
    • HO307 Advanced Foreclosure:  Case Study Practicum, or
    • HO320 Developing and Effective Foreclosure Program.
  • A strong understanding of personal finances, particularly in the areas of budgeting, asset building, and credit building. 
  • Prior experience in conducting programs related to financial and homeownership preferred.
  • Previous work experience in the financial sector (banking, lending, insurance, investments) is a plus.
  • Ability to accept and delegate responsibility.

Special Instructions

This position is a full-time, end-dated appointment renewable annually based upon successful performance and continued funding.

Work Hours
